UK Compliance Requirements: What The Law Demands?
The UK’s regulatory framework is fairly clear and straightforward: if you provide tight-fitting RPE, you must ensure it fits the wearer adequately, in other words, that it is fit for purpose. This duty is established under:

COSHH Regulations 2002, which require employers to control exposure to hazardous substances and ensure RPE is effective.

HSE INDG 479 Guidance (2025), which sets out practical requirements for face fit testing.

Management of Health and Safety at Work Regulations (1999), which require employers to assess and manage workplace risks, including ensuring the correct use of RPE.

Health and Safety at Work Act (1975). While it does not mention face fit testing specifically, the HSWA establishes the overarching legal duty of employers to protect the health, safety, and welfare of their employees. Face fit testing forms part of demonstrating that RPE provided is suitable for its intended purpose.
What Qualitative Face Fit Testing Offers For Compliance?
Qualitative face fit testing is often viewed as the entry point for workplace compliance. It uses the wearer’s sense of taste or smell to detect the presence of a test aerosol in a hood during a series of movements, and if the substance can be tasted or smelled, the mask fails.
Qualitative testing:
- Is legally recognised by the HSE
- Is suitable for disposable masks (FFP1, FFP2, FFP3) and reusable half masks
- Requires relatively simple, low-cost equipment
- Is quick to implement with minimal training
However, its limitations also matter for compliance assurance. Results depend not only on the wearer’s sensory perception, but also on the competence and consistency of the person conducting the test. Factors such as strong food or drink recently consumed, tiredness, reduced taste sensitivity, and variations in how the test is administered can all affect the outcome. Because qualitative testing relies on correct technique, there is potential for inconsistent results if the process is not carried out in line with recognised guidance.
In practice, if the method is not applied correctly, there is a risk that an inadequate seal may not be identified, which could result in a false pass rather than a false fail. Qualitative testing also does not provide numerical measurement data, which means the results may offer less detailed evidential support during audits or investigations.
While qualitative testing can appear straightforward to implement, its effectiveness depends on careful application, as there are multiple stages within the process where variation can occur.
For organisations with lower-risk environments and consistent mask usage, qualitative testing may be sufficient. However, when audits become more rigorous or when roles involve stronger hazards, qualitative testing alone may provide less detailed evidential support.
